In a charged debate at the National Assembly on Wednesday, the contentious Finance Bill 2023 managed to sail through the second reading, marking a significant development in Kenya's economic landscape.
The Bill, which had been the subject of intense scrutiny and heated discussions, garnered 176 votes in favour while 81 MPs voted against it. Notably, there were no abstentions recorded.
The National Assembly Majority Leader, Kimani Ichung'wah, played a pivotal role in defending the controversial Bill, despite facing strong opposition from MPs allied to the Azimio la Umoja - One Kenya coalition.
Despite the strong opposition, the Azimio coalition members were instructed to reject the bill entirely, disregarding the concessions made by the Kenya Kwanza counterparts.
Among the notable concessions in the amended Finance Bill is the reduction of the Housing Levy contribution by employers and employees, which has been reduced from 3 per cent to 1.5 per cent.

The Finance Committee also lowered the withholding tax for Digital Content Creation from 15 per cent to 5 per cent.
Additionally, the VAT on Gaming and Betting decreased from 20 per cent to 12.5 per cent, while the mandatory 20 per cent deposit for lodging Tax Appeal to Kenya Revenue Authority (KRA) was repealed.
The amendments also saw a reduction in the TAX Rental Income, from 10 per cent to 7.5 per cent. However, the Finance Committee retained the proposal to impose a 16 per cent tax on petroleum products.
