Anne Waiguru, the chairperson of the Council of Governors (COG) has appealed for the alignment of donor-funded projects with the County Integrated Development Plans (CIDPs).

Waiguru says the alignment will reduce duplication of efforts in all development initiatives and in the process enhance efficiency in transforming the 47 country governments in Kenya.

She was speaking when COG met development partners including ambassadors, high commissioners, mission representatives, country representatives, development partners.

Waiguru said the meeting was apt as counties are developing their CIDPs, which are planning tools that encompass all development projects being implemented by counties.

“I call upon all development partners to plug into the process and ensure we plan and implement together” said the Kirinyaga County governor.

Waiguru also noted that such meetings with the development partners was appropriate as it would enable all the stakeholders come up with a common agenda for the future.

While backing Waiguru’s remarks, National Treasury Principal Secretary Julius Muia said Kenya as aa signatory to the Global Partnership for Effective Development Cooperation (GPEDC), will implement pledges made at the last high-level meeting of the cooperation.

The UDA governor called for exploit effective ways of cooperating in development to deliver lasting results and sustainable development for the benefit of residents in the 47 counties.


“Let’s ensure all support provided by partners are aligned to the CIDPs and strategic priorities put forward in the Kenya Vision 2030 and its Medium-Term Plans,” Muia said.

He called for partners to work within the framework established by the Government and Kenya Public Financial Management laws and regulations and avoid off-budget financing.


Ole Thonke, Danish Ambassador to Kenya who chairs the Devolution Donor Working Group, called for accountability of funding and ownership of programs by benefiting communities.

She said such meetings enhance coordination of development and appreciate the role of development partners in bridging the budget deficit and supporting public investments.


“We are cognizant of the economic situation not just in the country but the globe at large. As the Kenya economy is recovering from the significant shocks experienced during the Covid-19 pandemic, we have again been hit by the severe drought that has greatly affected most parts of the country,” she added.

Waiguru avowed COG’s assurance to work with all development partners to ensure program funding requirements agreed upon are realized and that resources are utilized prudently.
