The Kenya Civil Aviation Authority (KCAA) has rolled out its long-awaited digital Personnel Licensing (PEL) application system, opening a new chapter in aviation service delivery across the country.
In a statement issued on Thursday, the authority confirmed that the platform was now available for use following the suspension of licensing services earlier in August to allow for the system upgrade.
“Following our communication dated August 22, 2025, in which we temporarily suspended Personnel Licensing (PEL) services to prepare for a system upgrade, the online PEL application platform is now live and operational. Applicants can access the system via the authority’s official website: https://ecitizen.kcaa.or.ke.”
According to KCAA, the transition is meant to streamline the licensing process and eliminate delays by moving all submissions to the digital space.
“We hereby request that all new and pending PEL applications be submitted exclusively through the online platform. The new system has been developed to deliver a simplified, faster, and more transparent application experience, enabling stakeholders to apply from anywhere, at any time,” the statement added.

While applications will be fully processed online, the authority clarified that in cases where hard-copy checks are unavoidable, applicants will be notified.
“All application processing will be conducted online. Should physical document verification be required for specific applications, the system will notify the applicant accordingly,” the authority explained.
The authority also outlined its commitment to improving service delivery through this upgrade, encouraging applicants to consult its website or contact its support team for assistance in navigating the new system.
Stakeholders have additionally been urged to provide feedback through the online portal to help refine the service further.
With this upgrade, Kenya’s aviation regulator is positioning itself to deliver faster and more transparent licensing, in line with the growing demand for digital government services.
