President William Ruto has unveiled a series of nominations to fill critical roles within Kenya’s constitutional commissions and state agencies, a strategic move aimed at reinforcing governance and enhancing accountability across these bodies.

The appointments, sent to Parliament for review, mark a significant step in maintaining operational continuity and injecting diverse expertise into the Independent Policing Oversight Authority (IPOA), the Commission on Administrative Justice (CAJ), the Salaries and Remuneration Commission (SRC), the National Gender and Equality Commission (NGEC), and the Central Bank of Kenya.

Ahmed Issack Hassan, the chairperson of the Independent Policing Oversight Authority (IPOA), has been tapped as chairperson.

Hassan, an Advocate of the High Court of Kenya with a 30-year career in legal consultancy, has worked in multiple countries, including Kenya, Somalia, South Sudan, Namibia, and Afghanistan.

A former and inaugural Chairperson of the Independent Electoral and Boundaries Commission, Hassan holds a Bachelor of Laws (LL.B) from the University of Nairobi, a postgraduate diploma from the Kenya School of Law, and a diploma in public administration from the Galilee International Management Institute, Israel.

The President has also nominated Ann Wanjiku Mwangi, Dr. Micah Onyiego Nyakego, Boniface Kipkemoi Samati, Dr. Annette Mbogoh, Hon. John Muchiri Nyaga, Kenwilliams Nyakomitah, and Jackline Lukalo Mwenesi to serve on the IPOA Board.

At the helm of the Commission on Administrative Justice (CAJ) is Charles Orinda Dulo, nominated as Chairperson.

With 20 years of experience in both private legal practice and public service, Dulo is also a founding member of the faculty at Daystar University’s School of Law.

His educational qualifications include both Bachelor’s and Master’s degrees in Law from the University of Nairobi and a postgraduate diploma from the Kenya School of Law. He is joined by Charles Njagua Kanyi and Dorothy Jemator Kimengech as members of the commission.

Sammy Chepkwony has been nominated as Chairperson of the Salaries and Remuneration Commission (SRC).

A seasoned human resources professional, Chepkwony is currently the Managing Director and CEO at People Centric Management Limited and has previously held senior roles at Nairobi Bottlers Ltd., Kenya Airways, and Tata Chemicals Magadi Provident Fund.

He holds a Master of Business Administration and a Bachelor of Commerce degree from the University of Nairobi.

Supporting him on the SRC are Maj. Gen. (Rtd) Martin Kizito Ong'oyi, Mohamed Aden Abdi, Jane Gatakaa Njage, Leonid Ashindu, Dr. Gilda Odera, Dr. Geoffrey Apollo Omondi, and a representative from the Central Organization of Trade Unions (COTU).

For the National Gender and Equality Commission (NGEC), Hon. Rehema Dida Jaldesa is the President’s choice for Chairperson.

Previously the County Member of Parliament for Isiolo, Hon. Jaldesa has also served as Chairperson of the Kenya Industrial Estates Board and on the Ewaso Ng'iro North Development Authority Board.

Her background includes roles in Kenya’s financial sector, including the Commercial Bank of Africa and Kenya Commercial Bank.

She holds a Master’s degree in Governance and Leadership from Jomo Kenyatta University of Agriculture and Technology and a Bachelor’s degree in Leadership and Management from St. Paul’s University. She is joined by Michael Mbithuka Nzomo, representing persons with disabilities.

Rounding off the key nominations is Gerald Nyaoma Arita for the role of Second Deputy Governor of the Central Bank of Kenya.

With 36 years of banking experience, Mr. Nyaoma has held notable positions, including Director of Bank Supervision and Director of Financial Markets Development.

His academic background includes a Master of Philosophy in Economics from the University of Cambridge, attended as a Commonwealth Scholar, and a First-Class Honours degree in Economics from the University of Nairobi.

He is also a Certified Public Accountant, a Certified Secretary, and an Associate of the Kenya Institute of Bankers.

These nominations underscore President Ruto’s vision for a fortified governance structure, bringing a blend of seasoned professionals and sectoral experts to these strategic state roles.

Parliament will soon deliberate on these appointments, setting the stage for an enhanced era of public administration.
