The Council of Governors (COG) has challenged the Independent Electoral and Boundaries Commission (IEBC) to conduct an in-depth valuation of 2022 election as it prepares for 2027.

COG Chairperson Anne Waiguru urged IEBC to consider its wins and losses in the 2022 poll and use the lessons to better strategise for the 2027 General Election and make it a success.

Waiguru was speaking at the launch of the Post-Election Evaluation Report for the 2022 election by IEBC on Monday, where she lauded the poll commission for conducting a free and fair presidential election.

“This assessment is based on the commission’s Strategic Plan, Election Operations Plan and International best practices in election management,” Waiguru noted.

The Kirinyaga Governor said governors in the 47 counties have effected their pre-election peace pledge to fully support IEBC and other agencies throughout the electioneering period.

She appealed to all stakeholders to take stock of what transpired in previous general elections to improve on the handling of the polls in the next five-year election cycle.

“It is often not comfortable to subject self to scrutiny but it is the only way that one can grow. Remaining transparent and accountable is key and indeed, the hallmark of good governance and the foundation of the Constitution of Kenya,” she challenged IEBC.

Waiguru noted that legal, policy and administrative frameworks that will assist IEBC to conduct free and fair elections are some of the critical areas that need to be looked into by the body.


She added risk assessment, recruitment, training and placement of electoral officials, party nominations, voter registration and education, logistics, observers, voting, counting, tallying, dispute resolution, announcement of results and security as other areas of focus.

The event was also attended by Chief Justice Martha Koome, National Assembly Speaker Moses Wetangula, Senate Speaker Amason Kingi, Attorney General Justin Muturi, alongside high commissioners and heads of various institutions.

IEBC is headed by Wafula Chebukati, whose six-year constitutional term is coming to an end.
